Can anybody see anything in this?I'm not good at these games!
Technically the first two are digits.Did they actually order the very first personalized plate number double zero?Could anyone be that lame? lol

Sometimes people use double letters to make words. TT = tease OO = owes UU = use, etc..
Not sure that helps with that one, though.

Is the question mark part of it? I know some places allow symbols and others don't.
